Citizens of the countries having bilateral non-visa arrangements for entry into Latvia and USA and Vatican citizens do not need visas. Citizens of other countries need visa for entry into or transit through the territory of Latvia.

Where can a visa be obtained?

Prior to the entrance into Latvia a visa shall be received in Latvian consular missions in foreign countries. In the interests of Latvian state, due to force majeure or for humane considerations single individual transit visas and short term visas can be applied for at the state border control points of the Republic of Latvia. Documents for approval of invitations and visa issue can be submitted at: The Foreigners Service Center of the Office of Citizenship and Migration Affairs Alunāna Street 1 Riga, as well as its regional divisions. Airport transit visas are issued only at the Republic of Latvia diplomatic or consular representative offices abroad!

Documents required for the receipt of a visa:

· a valid travel document;
· a visa form filled and signed;
· a photograph;
· a copy of a document confirming a foreigner has a health and life insurance policy;
· documents substantiating the purpose of entrance and residence, as well as the place of residence or indicating that the person has an invitation approved by the Office (the invitation valid for 3 months from the date of approval);
· a document confirming the payment of state duty;

An invitation for the receipt of a visa is not required in the following cases.
· it complies with international law;
· it complies with the interests of Latvian state;
· it is related to humane considerations;
· it is related to force majeure;
· a visa applicant is a Latvian or Liv or a person whose at least one parent is a citizen of Latvia;
· a visa applicant has to manage a real estate in his/her possession or accept heritage in the Republic of Latvia;
· a visa applicant has to take part in legal proceedings or investigation process in the Republic of Latvia;
· a visa applicant carries out international passenger or cargo traffic.
